Property Rights in Time of War: Sequestration and Liquidation of Enemy Aliens’ Assets in Western

Europe during the First World War

This article explores the policies on enemy property in Britain, France and Germany during the First World War and its immediate aftermath. As part of a more complex economic warfare, countries at war halted international trade, imposed system of controls on the trade of neutral countries and launched an attack on the commercial and personal assets of enemy aliens. Real estate, firms, shops, investments, ships, goods, shares, bank accounts, patents and trademarks, and personal belongings owned by citizens of enemy nationality were sequestered and then sold by state custodians to citizens of their own countries. These actions, which started at the very beginning of the conflict, were eventually legitimised by the peace treaties.

By analysing these measures, their implementation and the discourse that justified them, the article investigates the emergence of «economic nationalism» and the shift provoked by the war: from the liberal recognition of the inviolability of property rights on a national and international scale to the re-affirmation of state sovereignty.

Dieser Aufsatz untersucht den Umgang mit Eigentum von Feinden in Großbritannien, Frankreich und Deutschland während des Ersten Weltkrieges und unmittelbar danach. Als Teil einer komplexen ökonomischen Kriegsführung stoppten die betreffenden Staaten den internationalen Handel, kontrollierten systematisch den Handel mit neutralen Ländern und griffen auf kommerzielle und persönliche Güter «feindlicher Ausländer» zu. Grundstücke und Immobilien, Firmen und Geschäfte, Finanzanlagen, Bankguthaben und Aktien, Patente und Handelsmarken, nicht zuletzt der persönliche Besitz von Bürgern feindlicher Staaten wurden beschlagnahmt und als staatliche Waren an die Bürger des eigenen Landes verkauft. Diese Maßnahmen, die direkt mit Beginn des Krieges einsetzten, wurden schließlich durch die

Friedensverträge legitimiert. Der «ökonomische Nationalismus» hatte mit dem Krieg eine Zäsur erfahren: Die liberale Anerkennung der Unverletzlichkeit von Eigentumsrechten auf nationaler wie internationaler Ebene wurde abgelöst durch eine Stärkung staatlicher Souveränität.

Alternative European Order, 1813–1818

This article supplements Anglo- or Prussian dominated readings of the Vienna Conference by focusing more on its beginnings, on alternative scenarios of a Dutch-German union and on the process of diplomatic bargaining by secondary agents. Based on new archival material, German-Dutch cooperation in Vienna is traced and placed in a wider context. Vienna did not restore the «conservative order» but negotiated a new outlook on peace and security rooted in the notion of «political equilibrium » and an incipient sense of a Pax Europeana. While the great powers deliberated, two secondary agents in the field of transnational diplomacy and security, the «free-lancing» nobleman Hans von Gagern and the hereditary Prince of Orange, William

Frederick, pursued their own alternative version for Europe, both geographically and politically. By analysing their efforts, which in the end proved only partly successful, this paper adds more insight to the dynamic and contested process of creating a new European order and an accompanying security culture.

Nachrangige Diplomatie: Hans von Gagern und Willem I. und ihre Suche nach einer alternativen europäischen Ordnung, 1813–1818

Dieser Aufsatz ergänzt die englische und deutsche Forschungsliteratur zur Wiener Konferenz, indem er deren Anfänge, die diplomatischen Initiativen nachrangiger Akteure und alternative Szenarien unter dem Vorzeichen eines deutsch-niederländischen Schulterschluss analysiert. Gestützt auf neue Archivmaterialien wird diese

deutsch-niederländische Zusammenarbeit in Wien in einen größeren Zusammenhang gestellt. Die Wiener Konferenz restaurierte nicht einfach die alte Ordnung, sondern suchte nach einer neuen Konzeption von Frieden und Sicherheit, in der Ideen über ein «politisches Gleichgewicht» und ein neues Gespür für eine Pax Europeana eine nicht unbedeutende Rolle spielten. Während die Großmächte verhandelten, verfolgten zwei untergeordnete Akteure, der unabhängig agierende Reichsritter Hans von Gagern und der oranische Erbprinz Willem Frederik, ihre eigene alternative Version einer europäischen Friedensordnung. Ihre diplomatischen Initiativen, wenngleich nur teilweise erfolgreich, beleuchten den dynamischen und umstrittenen Schöpfungsprozess einer neuen europäischen Ordnung und Sicherheitskultur aus einer neuen Perspektive.

Illustrated Atrocity: the Stigmatisation of Non-Muslims through Images in the Ottoman Empire during the Balkan Wars

This article shows that native non-Muslims in the Ottoman Empire were seen as «internal» enemies in the course of the Second Constitutional Period after the Young Turk revolution in 1908. It is argued that the Balkan Wars were a watershed in the creation of native non-Muslims as «others». The influx of Muslims from the Balkans and Crete populated the Ottoman Empire with people who were full of resentment against the Ottoman Empire’s native Christians, whose co-religionists had expelled them from their homeland. Their accounts of immigration and sufferings deeply influenced Muslim public opinion. This is demonstrated by referring to the spreading of sentiments of Muslims through various print media such as periodicals, pamphlets, leaflets, flyers and, above all, illustrations showing how Muslims suffered in the hands of Greeks and Bulgarians in the lost lands.

Illustrierte Gräuel: die Stigmatisierung von Nichtmuslimen durch Bilder im Osmanischen Reich während der Balkankriege

Dieser Artikel zeigt, wie nichtmuslimische Angehörige des Osmanischen Reiches nach der Revolution 1908 durch die Jungtürken während der Zweiten Osmanischen Verfassungsperiode sukzessive als innere Feinde betrachtet wurden. Die Balkankriege erwiesen sich dabei als die entscheidende Phase in diesem Prozess, in dem Nichtmuslime als «andersartige Fremde» konstruiert wurden. Der Zustrom von Muslimen aus dem Balkan und aus Kreta bevölkerte das Osmanische Reich mit Menschen, die voller Ressentiments gegen die Christen im Osmanischen Reich waren, deren Glaubensbrüder sie ihrer Heimat beraubt hatten. Ihre Erzählungen über Flucht, Einwanderung und Leiden beeinflussten tief die öffentliche Meinung unter den Muslimen. Die antichristliche Stimmung verbreitete sich durch Printmedien und vor allem Illustrationen, die aufzeigen sollten, wie sehr Muslime unter den Händen von Griechen und Bulgaren in den verlorenen Gebieten zu leiden gehabt hätten.

Enemy Aliens, Deportees, Refugees: Internment Practices in the Habsburg Empire, 1914–1918

This article explores both the historiography and history of civilian internment in the Habsburg Monarchy between 1914 and 1918, with particular emphasis on the Austrian half of the empire (Cisleithania). It is often assumed that Austro-Hungarian policies towards enemy civilians and «enemies within» were simply a milder variant of a common pattern of intolerant behaviour by belligerent states towards aliens, national outsiders and other minority groups during modern wars. But this assumption is misleading, and Habsburg policies have much to tell us both about the collapse of the Monarchy in 1917/1918 and about the relationship between empirebuilding, ethnic nationalism and the pursuit of military security in border regions more generally.

Feindliche Ausländer, Deportierte, Flüchtlinge: Praktiken der Internierung im Habsburgerreich, 1914–1918

Dieser Aufsatz untersucht sowohl die Historiographie als auch die Geschichte der Internierung von Zivilisten in der Habsburgermonarchie zwischen 1914 und 1918. Im Zentrum der Untersuchung stehen die österreichischen Gebiete des Reiches (Zisleithanien). Bisweilen wird behauptet, dass die österreichisch-ungarischen Maßnahmen gegen Zivilisten aus Feindstaaten und gegen «innere Feinde» nur die mildere Variante eines allgemeinen Musters war, mit dem kriegführende Staaten gegen Ausländer, nationale Außenseiter und Minderheiten vorgingen, zumal im Rahmen moderner Kriegsführung. Doch eine solche Sichtweise führt in die Irre. Die Strategie der Habsburger verrät viel über den Zusammenbruch der Monarchie

1917/1918, über das Verhältnis zwischen Staatsbildung, ethnischem Nationalismus und militärischer Ordnung in den Grenzgebieten.

This article analyses the development of the Ottoman and Russian governments’ economic persecution of the Armenians and Jews during World War I. It will chart how this policy moved from boycott to discrimination, into confiscation and outright plunder, resulting in economic ruination for the victims. It identifies the main

currents and developments of this ruthless policy and how it affected Armenian and Jewish communities. So far there exists no comparative treatment of the expropriation of Ottoman Armenians and Russian Jews during World War I. This article aims to fill that gap by looking at the confiscation process through a combination of

approaches, focussing on the development of the legal process, explaining the ideology of economic nationalism, and concretely demonstrating the policy on the ground.

Wirtschaftlicher Nationalismus, Konfiszierung und Gewalt: Ein Vergleich zwischen dem Osmanischen

und Russischen Reich während des Ersten Weltkrieges

Dieser Artikel untersucht, wie sich die ökonomische Verfolgung von Armeniern und Juden durch die osmanische und russische Regierung während des Ersten Weltkrieges entwickelte. Er zeigt, wie diese Politik vom Boykott zur Diskriminierung fortschritt und zur Konfiszierung von Eigentum und unverhohlener Plünderei führte, die den Opfern die wirtschaftliche Existenzgrundlage entzog. Er identifiziert die wesentlichen Strömungen hinter dieser gnadenlosen Politik und beschreibt deren Auswirkungen auf die armenische und jüdische Gemeinschaft. Bis jetzt gibt es keinen Vergleich zwischen der Enteignung der osmanischen Armenier und der russischen Juden während des Krieges. Dieser Aufsatz ist ein erster Versuch, diese Lücke

zu schließen, indem folgende Momente der Konfiszierung hervorgehoben werden: die rechtlichen Abläufe, die Ideologie des ökonomischen Nationalismus und die Politik am konkreten Tatort.

German-soviet Bloodlands? On the Methodological Spatial and Imperial Turn of the Current Theory of Totalitarianism

Timothy Snyder’s book Bloodlands was sceptically received by a considerable part of the community of German historians. It was intensively criticized, among other places, in this very publication. It is not difficult to see, however, that this reception was a result of an basically normative discomfort with Snyder’s comparison between National Socialist and Stalinist mass murder between the rise of Hitler and the death of Stalin. The heritage of the Historikerstreit still makes itself felt. The critique of Bloodlands by historians of the Holocaust and the Second World War reveals itself, in this connection, as a questionably self-referential and moreover national methodology based upon morally grounded, politically motivated, and intellectually unrealisable ideals. This presumption for redemptive history conveys the impression of a kind of special German right to paternalism in the field. In all this it has been neglected that Snyder has presented not an analysis of ideological motives but rather a structural analysis of totalitarian mass murder that is sensitive

to the concept of space. In so doing he takes up the major themes of classical political totalitarianism theory and brings them into harmony with the most recent international imperial histories and interdisciplinary studies of the politics of space.

Deutschsowjetische Bloodlands? Zum methodologischen spatial und imperial turn der aktuellen Totalitarismustheorie

Timothy Snyders Buch Bloodlands wurde von beachtlich großen Teilen der deutschen Geschichtswissenschaften skeptisch aufgenommen. Auch in dieser Zeitschrift ist es teils heftig kritisiert worden. Ein Vergleich der Monita zeigt aber, dass sie eher getragen sind von einem wesentlich normativen Unbehagen an Snyders Vergleichen zwischen den nationalsozialistischen und stalinistischen Massenmorden

in der Zeit zwischen Hitlers Aufstieg und Stalins Tod. So klingt dabei teils noch die Erbschaft des «Historikerstreits» nach. Die Kritik der geschichtswissenschaftlichen Holocaust- und Weltkriegsforschung an Bloodlands erweist sich vor diesem Hintergrund als ein in Teilen bedenklich selbstreferentieller und überdies nationaler Methodologismus, der aufgrund des moralisch begründeten, politisch gebotenen, aber wissenschaftlich uneinlösbaren Ideals einer «Wiedergutmachungsforschung» den Eindruck erweckt, als gebe es ein schulmeisterliches Sonderrecht auf deutsche Bevormundung der trans- und internationalen Genozidforschung. Vernachlässigt wurde überdies, dass Snyder, insoweit er statt einer ideologischen Motiv- eine raumsensible Strukturanalyse der totalitären Massenmorde vorlegte, an die ältere politologische Totalitarismustheorie anknüpft und die Bloodlands-These im Einklang mit der jüngeren internationalen Imperien- und der interdisziplinär etablierten politischen Raumforschung steht.
