Fast 75 Jahre galt das bundesdeutsche Wahlrecht nahezu unverändert. Selbst den Epochenbruch der deutschen Wiedervereinigung von 1989/90 überlebte es ohne größere Korrektur. Und das aus gutem Grund.

In Perpignan ist dieser Tage zu bestaunen, wie angsteinflößend die winterliche Dürre in Südfrankreich wirkt: An einem Samstag im März nahmen dort rund 1000 Landwirte und Bürgerinnen an einer Prozession teil, bei der sie einen Schutzheiligen um Regen baten.
